Managing Social Rehabilitation Facility for the Mentally Disabled at the Community Welfare Center

Abstract
|
|
|
The major contents of the paper are as follows. (1) Current state and function of community welfare center. (2) Advantage and limit of rehabilitation program at community welfare center. (3) Requirement for encouraging social rehabilitation program at the other community welfare centers.
Rehabilitation program for people with mental disability began actively with the enactment of Mental Health Low in December 1995.
Song-Pa rehabilitation facility for people with mental disability has been managed at the Pun-Nap community welfare center in June 1997. It is consisted of a living skills training room, a job skills training room, a counselling room, an office, a resting room, in 248.44㎡ at the second floor of Pung-Nap community welfare center. Psychiatrist, social worker, job trainer, mental health worker participate in rehabilitation program. Main services are (1) education and advertisement (2) living skill training program (3) job training program (4) crisis intervention (5) family program (6) event program (7) volunteer training and management (8) mental health consultation (9) research and study (10) linkage to mental hospital and rehabilitation facility.
The difficulties are (1) Administrative organization’s lack of recognition for community mental health (2) rehabilitation facility establishment rules’ vagueness (3) lack of budget and so forth.
Rehabilitation program for people with mental disability at the community welfare center has significant advantage. (1) Integration with a population (2) in vivo job training (3) rehabilitation close to the patients’ community (4) reduced stigma rather than in the hospital care (5) numbers of social networking around community welfare centers (6) reduction of budget for making special place.
To facilitate the community based rehabilitation for people with mental disability at the community welfare center, however, the following problems should be solved : (1) Introduction of education system for various professions of psychosocial rehabilitation. (2) People with mental disability will be included in the Disability Act. (3) Government’s support in respect of financing the community based rehabilitation should be increased. The largest problem is lack of budget.
Despite of these problems, rehabilitation program conducted at the community welfare people with mental disability with many benefits. Due to advantage of rehabilitation program at the community welfare, many kinds of social rehabilitation facilities were built and established in the community.
There will be continuous change regarding that rehabilitation program at the community welfare center is still at the beginning stage and is now developing.
